English: Who went country-to-country to tell? — wind carried the māpa in (its) hand — samartha — that's my bāpa. Whose sattā — has-made the vāca speak? Tuka says: by this niścaya — my bhaya is dissolved.

What it means
A who-went-country-to-country-wind-carried-the-māpa-samartha-bāpa-niścaya-fear-dissolved abhang. No-self-effort-no-fear register. Three claims:
-
No-self-going-claim. Who went country-to-country to sāngāyāsa (tell, spread the message)? (= no-one went deliberately); the vāra (wind) carried the māpa (měasure / the bhakta's-měasure-of-bhajan-and-vāṇī) in its hand; the samartha (powerful / capable) One — that's my bāpa (Father). No-deliberate-going; the wind-of-the-Father carried the bhakta-měasure. (The māpa connects-back to 0688 — Tuka is the māpa, and now the wind, sent by the Father, carries the māpa country-to-country. Tuka didn't go; the wind carried* him.)
-
Whose-sattā-vāca-speaks-claim. Whose sattā (power, authority) — has-made the vāca speak?. The vāca speaks because of His sattā. (Implied answer: His. The bhakta is not the speaker; some-other-sattā is.)
-
Niścaya-fear-dissolved-claim. Tuka says: by this niścaya (certainty, conclusion) — my *bhaya (fear) is nirasalē (dissolved). Niścaya-of-no-self-effort-dissolves-fear. Once-the-bhakta-realizes-the-Father-carries-everything, fear-goes.

For someone today
This abhang names the no-self-going-niścaya-fear-dissolved register:
-
Who went country-to-country? Wind carried the měasure; the samartha One is my Father. No-self-going.
-
Whose sattā makes the vāca speak? Sattā-questioning.
-
By this niścaya, my fear is dissolved. Niścaya-fear-gone.
For today: the bhakta did not deliberately go-out to spread; the wind-of-the-Father carried-the-měasure to country-to-country; the vāca speaks because of His sattā; this niścaya (firm-knowing) dissolves bhaya* — fear-comes-from-self-doership; certainty-of-no-self-doership dissolves fear.
This abhang is Tukaram's no-self-effort-niścaya-and-fear-dissolved register — one of the most-precise fear-dissolution claims. Compare 0688 māpa-and-dhaṇī (Tuka's mudra); same měasure-image but here the měasure is carried-by-the-wind to country-to-country, not just filled-and-emptied. The niścayē mājhē nirasalē bhaya (certainty dissolves my fear) is one of the most-quoted Tukaram lines on the relation between no-self-doership and fearlessness.
No-self-going.
-
Sattā-questioning.
-
Niścaya-fear-gone.
