When a ruler and people give themselves over to greedy, faithless leadership, wickedness spreads everywhere and every kind of trouble follows.
The verse
राजा प्रजा द्वाड देश । शाक्त वास करिती तो ॥१॥ अधर्माचें उबड पीक । धर्म रंक त्या गांवीं ॥ध्रु.॥ न पिके भूमि कांपे भारें । मेघ वारें पीतील ॥२॥ तुका म्हणे अवघीं दुःखें । येती सुखें वस्तीसी ॥३॥

Rājā-prajā — dvāḍa — dēśa — Śākta — vāsa — that. Adharma — ubaḍa pīka — dharma — ranka — gāva. Bhūmi — na pikē — kāmpē — bhāra — mēgha — vāra — pītīla. Tuka says: all duḥkhas — come — sukhē — vastīsī.

Tukaram paints a picture of a country gone rotten: when a ruler and his people fall under the spell of power-hungry, faithless leaders, wickedness becomes the region's main crop while honesty and goodness go begging. Even the land stops cooperating, refusing to yield, and the rain never quite reaches the ground. Wherever that kind of corruption takes root, every kind of trouble seems to move in and make itself at home. The verse is a warning about how far the rot spreads once a community lets greed and exploitation set the tone at the top, and how the effects show up everywhere, not just in politics but in daily hardship.
मराठी: तुकाराम इथे एका बिघडलेल्या देशाचे चित्र रंगवतात: जेव्हा राजा आणि प्रजा स्वार्थी, श्रद्धाहीन नेत्यांच्या प्रभावाखाली येतात, तेव्हा त्या भूमीवर अधर्मच मुख्य पीक बनतो आणि सचोटी, चांगुलपणा भिकारी होऊन राहतात. जमीनसुद्धा साथ देत नाही, पीक येत नाही, आणि पाऊस नीट जमिनीपर्यंत पोहोचतच नाही. जिथे असा भ्रष्टाचार रुजतो, तिथे प्रत्येक प्रकारचे दुःख जणू आनंदाने येऊन वस्तीला बसते. ही ओवी सांगते की समाजाच्या शिखरावर लोभ आणि शोषणाला वाव दिला की त्याचे परिणाम फक्त राजकारणातच नाही तर रोजच्या जगण्यातही दिसू लागतात.
