The verse
चिंतनासी न लगे वेळ । सर्व काळ करावें ॥१॥ सदा वाचे नारायण । तें वदन मंगळ ॥ध्रु.॥ पढिये सर्वोत्तमा भाव । येथें वाव पसारा ॥२॥ ऐसें उपदेशी तुका । अवघ्या लोकां सकळां ॥३॥
Literal translation
English: For cintana — vēḷa is not needed — sarva-kāḷa should be done. Always Nārāyaṇa in the vācā — that vadana is mangaḷa. By the sarvōttama, bhāva is loved — here there's vāva pasārā. Such Tuka upadeśī — to avaghyā lōkām, sakaḷām.

What it means
Cintana-needs-no-time abhang. A direct extension of 1411's na-lagē-dēśa-kāḷa-mantra-vidhāna and 1433's prakaṭa-pasārā-jēthēm-tēthēm. The opening: cintanāsī na lagē vēḷa — sarva kāḷa karāvēm — for cintana — vēḷa (special-appointed-time) — is not needed; — at sarva-kāḷa (all times) — should be done. (= the anti-temporal-restriction of bhakti-japa: no muhūrta needed.)
The mouth-auspiciousness: sadā vācē Nārāyaṇa — tēm vadana mangaḷa — always (sadā) — in the vācā — Nārāyaṇa; — that vadana (face / mouth) — is mangaḷa (auspicious). The Nārāyaṇa-bearing-vadana is itself mangaḷa (= source of auspiciousness). (Compare the gangetic Marathi proverb vadana mangaḷa — the auspicious-faced person.)
The bhāva-principle: paḍhiyē sarvōttamā bhāva — yēthēm vāva pasārā — loved (paḍhiyē) — by the sarvōttama (Highest) — is bhāva; — here — vāva (= room / space) — pasārā (sprawl-room). The Highest loves bhāva; here (in the bhāva-mode) there is vāva-pasārā (= ample-space, no-cramping). (= the bhāva-pradhāna-bhakti — bhāva is what counts; cf. 1411's ghēṇēm-tarī-bhāva — Hari takes only bhāva.)
The closing teacher-stance: aisēm upadēśī Tukā — avaghyā lōkām sakaḷām — such — Tuka instructs — to all peoples, all. The universal-instruction: not for a select few; to everyone. (Compare 1437's jayāciyē vācē navhē Viṭhṭhala — adhama — those without Viṭhṭhal in speech are low; here the positive instruction: put Hari in your mouth*.)
