The verse
संचित प्रारब्ध क्रियमाण । अवघा जाला नारायण ॥१॥
नाहीं आम्हांसी संबंधु । जरा मरण कांहीं बाधु ॥ध्रु.॥
द्वैताद्वैतभावें । अवघें व्यापियेलें देवें ॥२॥
तुका म्हणे हरि । आम्हांमाजी क्रीडा करी ॥३॥
Literal translation
Samchita prārabdha kriyamāṇa — samchita (accumulated-karma), prārabdha (currently-fruiting-karma), kriyamāṇa (currently-being-performed-karma); avaghā jālā Nārāyaṇa — all (three) have become Nārāyaṇa. Nāhī āmhāmsī sambandhu — (there is) no sambandhu (connection, binding) for us; jarā maraṇa kāmhī bādhū — (neither) jarā (old-age) (nor) maraṇa (death) (provides) any bādhā (bondage, obstruction). Dvaita-advaita-bhāve — by dvaita-advaita-bhāva (the mode of both dual and non-dual); avaghe vyāpiyele Deve — Deva has pervaded everything. Tukā says: Hari — (O) Hari; āmhām-māji krīḍā karī — does (his) krīḍā (play) within us.
What it means
THE canonical 3-verse karma-non-dual claim verse. The three-fold-karma — samchita (the stored-karma-account from past lives), prārabdha (the karma currently-fruiting in this life), and kriyamāṇa (the karma being-performed-now) — is the comprehensive Hindu-karma framework.
Verse 1: Samchita prārabdha kriyamāṇa — avaghā jālā Nārāyaṇa — samchita, prārabdha, kriyamāṇa — all have become Nārāyaṇa. The radical-claim: all-three-types-of-karma have become Nārāyaṇa — i.e., the karma-substance-itself has become-the-Lord. There is no-longer-a-binding-substance.
Dhrūpada: Nāhī āmhāmsī sambandhu — jarā maraṇa kāmhī bādhū — no connection for us — jarā-maraṇa, no bondage. Consequence: no karma-binding; no jarā-maraṇa-obstruction.
Verse 2: Dvaita-advaita-bhāve — avaghe vyāpiyele Deve — by dvaita-advaita-bhāva — Deva has pervaded everything. The radical-formulation: both dual and non-dual modes of consideration — Deva is in both. Tukārām doesn't-pick-one; he-allows-both.
Close: Tukā mhaṇe Hari — āmhām-māji krīḍā karī — Hari plays within us. The bhakti-position: the apparent-action-here is Hari's krīḍā (play). (Pairs with 2917 no-bheda-sahaja-vinōda.)

THE canonical karma-non-dual claim. Samchita, prārabdha, kriyamāṇa — all have become Nārāyaṇa. There is no connection for us — jarā-maraṇa, no bondage. By dvaita-advaita-bhāva — Deva has pervaded everything. Hari plays within us. Three operative-claims: (1) all-three-karmas have become Nārāyaṇa; (2) no karma-binding; no jarā-maraṇa-obstruction; (3) Deva pervades-in-both-dvaita-and-advaita modes.
